Most countries intend to submit an NDC 3.0 — and many have requested and received support from the NDC Partnership.
These NDCs 3.0 are expected to build on previous commitments, demonstrating the highest possible ambition to achieve Paris Agreement goals driving sustainable development.
As countries secure support for NDC 3.0 development and shift towards implementation, access to technical and financial assistance to make NDCs 3.0 implementable and investable will be critical to their success.
The NDC Partnership continues to mobilize first responders and development partners to ensure no country is left behind in the NDC 3.0 process. To date the NDC Partnership has supported more than 80 countries with NDC 3.0 development, building on and complementing ongoing support for NDC implementation.
The NDC Partnership is at the forefront of global efforts to deliver robust “NDCs 3.0” — closing support gaps and optimizing resources for greater impact at scale.
How the NDC Partnership Supports NDC 3.0 Development
Mobilizing technical and financial support efficiently and at scale requires active partner coordination — the role of the NDC Partnership.
The NDC Partnership is ensures countries receive essential support for NDC 3.0 development in a fast-changing climate action landscape, with the Support Unit tracking and aligning partner efforts.
To support NDC 3.0 development, the NDC Partnership:
- Equips countries to raise ambition to the highest degree possible in line with national circumstances.
- Supports countries in developing NDCs 3.0 in tandem with NDC Implementation Plans and Investment Plans.
- Connects climate and development priorities, driving transformational change in countries.
- Matches country needs to partner resources, while filling gaps in support.
- Tracks real-time intelligence in collaboration with key partners to ensure no country is left behind.
- Disseminates best practices that draw on country insights and the diverse expertise of members.
NDCs 3.0 are a critical opportunity to accelerate climate action that drives economic growth and development. Through coordinated partner support, the NDC Partnership equips countries to chart actionable pathways that fast-track implementation and unlock financing.

The NDC Partnership has supported more than half of all developing countries intending to submit an NDC 3.0
Countries requesting NDC 3.0 support have received technical assistance through member contributions or the Partnership Action Fund (PAF), the NDC Partnership’s last-resort fund. Where gaps remain, the NDC Partnership moves quickly to mobilize additional support. Countries also receive support from technical experts from partners like 2050 Pathways Platform to ensure their requests for support are sound and evidence-driven.
Support Mechanisms and Resources for Robust NDCs
To date, the NDC Partnership has supported developing countries that intend to submit — or that already submitted — an NDC 3.0 through several complementary efforts: the NDC 3.0 Navigator, Global Call for NDCs 3.0 & LT-LEDS and In-Country Facilitators.
